दून में दिखा 'भारत बंद का व्यापक असर

देहरादून। पेट्रोल की कीमतों में की गई बढोत्तरी व महंगाई के खिलाफ भाजपा सहित अन्य दलों के भारत बंद का दून में भी व्यापक असर दिखाई दिया, यहां पर व्यापारिक प्रतिष्ठान, बैंक, सिनेमाघर, बसे स्वत: स्फूर्त बंद रहे और बंद समर्थकों भाजपाईयों ने रामलीला बाजार स्थित दुकानदार मुकेश गर्ग के साथ मारपीट की और व्यापारियों ने कोतवाली में नामजद रिपोर्ट दर्ज कराई गई है जिसमें भाजपा महानगर अध्यक्ष पुनीत मित्तल व रविन्द्र कटारिया के साथ अन्य साथियों को  शामिल किया गया है। वहीं भाजपाई लगातार समझौते के लिए दुकानदारों से दवाब बनाये हुए है, समाचार लिखे जाने तक दोनों पक्षों में समझौते के प्रयास जारी थे। वहीं दुकानदारों ने धमकी दी है कि यदि शीघ्र ही इन्हें गिरफ्तार नहीं किया गया तो बाजार बंद किया जायेगा।
 
आज भारत बंद के दौरान भाजपा के साथ ही सपा, भारतीय कम्युनिस्ट पार्टी, भारत की कम्युनिस्ट पार्टी माक्र्सवादी, सीटू, राष्ट्रीय लोकदल के कार्यकर्ता दुपहिया वाहनों के साथ ही जत्थों के रूप में बाजार को बंद कराने के लिए निकले और कई स्थानों पर खुले बाजारों को बंद कराया। इस दौरान ओएनजीसी, सर्वे ऑफ इंडिया व रक्षा संस्थानों के बाहर पहुंचे और उन्हें बंद कराने का प्रयास किया, घंटाघर स्थित मुख्य डाकघर को भी बंद कराने का प्रयास किया और वहां पर प्रदर्शन किया। बंद समर्थकों भाजपाईयों ने रामलीला बाजार स्थित एक दुकानदार मुकेश गर्ग के साथ मारपीट की और व्यापारियों ने कोतवाली में नामजद रिपोर्ट दर्ज कराई गई है जिसमें भाजपा महानगर अध्यक्ष पुनीत मित्तल व रविन्द्र कटारिया के साथ अन्य साथियों को  शामिल किया गया है। 
 
वहीं पीडित दुकानदार मुकेश गर्ग ने बताया कि भाजपाईयों ने उनकी दुकान का सामान फैंक दिया और बार-बार दुकान को लूटने की बात कर रहे थे, उनकी दुकान का शटर बंद था, उसे बंद समर्थकों ने जबरदस्ती खोला और मारपीट शुरू कर दी, जिससे उन्हें काफी चोटे आई है।वहीं बंद समर्थकों ने शहर में घूम घूमकर खुली दुकानों को बंद कराया और इस दौरान तीखी नोंकझोंक भी हुई। वहीं पेट्रोल पम्प, दुकाने बंद रही, और विक्रम सामान्य दिनों की अपेक्षा कम चले।
 
देशव्यापी भारत बंद के दौरान भाजपा विधायक गणेश जोशी साईकिल पर घंटाघर पहुंचे और वहां पर उन्होंने अपने इस अंदाज में पेट्रोल की कीमतों में की गई केन्द्र सरकार द्वारा बढोत्तरी  पर नाराजगी जताई और इसे तत्काल वापस लिये जाने की मांग की। उनका कहना है कि भाजपा ने भारत बंद का आह्वान किया था और इसमें अन्य राजनैतिक दल भी शामिल हो गये और उन्होंने भी अपने तरीके से केन्द्र सरकार की जन विरोधी नीतियों का विरोध किया।
 
उनका कहना है कि आजादी के बाद पेट्रोल के दाम में यह सबसे बड़ी बढ़ोत्तरी है और इसने जनता की कमर तोड दी है और केन्द्र सरकार ने तेल कंपनियों को फायदा पहुंचाने के लिए  दाम में वृद्धि कराई है। दाम बढने से आम आदमी का जीना दूभर हो गया है। आवश्यक वस्तुओं के दाम स्वत: ही बढ़ जायेंगे और फिर से जनता पर बोझ पड़ जायेगा। इस दौरान उनके साथ पार्षद अजय सिंघल, बबीता सहोत्रा बोरा, भगवत प्रसाद मकवाना, हरीश सिसौदिया, अनिल खजुवाल, मंसूर अहमद, अमरजीत सिंह आनंद, राजेश राजौरिया आदि मौजूद थे।
 
वहीं बंद समर्थक भाजपाईयों ने शहर में बाजार बंद कराने के लिए दुपहिया वाहन रैली निकाली और जत्थे के रूप में बाजारों पर निकले। भाजपा महानगर अध्यक्ष पुनीत मित्तल के नेतृत्व में युवाओं ने जगह-जगह घूमकर खुली हुई दुकानों को बंद कराया और वहां पर इन्हें दुकानदारों के विरोध का सामना करना पडा।
 
इस दौरान वक्ताओं ने कहा कि पेट्रोल के दामों में बेतहाशा वृद्धि से एक बार फिर से जनता पर अतिरिक्त बोझ लाद दिया गया है। इस वृद्धि से मेहनतकश, गरीब, मध्यम तबका जो कि बढ़ती महंगाई से जूझ रही है, आम जनता के लिए एक और गंभीर आर्थिक संकट पैदा हो गया है।
 
वक्ताओं ने कहा कि सरकार द्वारा पूंजीपतियों एवं पेट्रोलियम कंपनियों के निजी फायदे को ध्यान में रखते हुए जो वृद्धि की है, इससे आम आदमी की कमर टूट जायेगी ओर मेहनतकश जनता का जीवन यापन और भी मुश्किल पड़ जायेगा। वक्ताओं ने कहा कि  शीघ्र ही इस वृद्धि को वापस लिये जाने की मांग केन्द्र से की है।
 
वक्ताओं ने कहा कि पेट्रोल के दामों में की गई वृद्धि को तत्काल वापस नहीं लिया गया तो केन्द्र की मनमोहन सरकार द्वारा इस जन विरोधी निर्णय के खिलाफ आम जनता व पार्टियों के साथ मिलकर आंदोलन किया जायेगा। वक्ताओं ने कहा कि पेट्रोल के मूल्य में की गई बेतहाशा वृद्धि पर रोष व्यक्त करते हुए कहा कि केन्द्र की यूपीए सरकार की नीतियों के कारण आम आदमी का जीना दूभर हो गया है। बेलगाम महंगाई की आग में पेट्रोल मूल्य की वृद्धि घी का काम करेगी। पहले की कमर तोड महंगाई में और अधिक बढोत्तरी होने से आम आदमी हताश व निराश है, उसके सम्मुख भूखमरी के हालात खड़े हो गये है, अब आत्महत्या के अतिरिक्त उसके समक्ष और कोई चारा नहीं है।
 
सपा के प्रदेश अध्यक्ष विनोद बडथ्वाल के नेतृत्व में कार्यकर्ताओं ने खुली हुई दुकानों को बंद कराया और घंटाघर पर केन्द्र सरकार के खिलाफ प्रदर्शन किया। इस दौरान गुलफाम अली, सुभाष पंवार, प्रदीप चौधरी, हेमा बोरा, विद्या डोभाल, अतुल शर्मा, रविन्द्र सिंह, सोम प्रकाश सहित अन्य कार्यकर्ता शामिल थे। 
 
भारतीय कम्युनिस्ट पार्टी, भारत की कम्युनिस्ट पार्टी माक्र्सवादी ने भी रैली निकाली और दुकानों को बंद कराया और केन्द्र सरकार के कार्यालयों पर प्रदर्शन किया। वहीं सभी का केन्द्र बिन्दु घंटाघर ही रहा। इस दौरान समर भंडारी, जिला पंचायत उपाध्यक्ष शिव प्रसाद देवली, विजय रावत, गिरधर पंडित, सुरेन्द्र सिंह सजवाण, महिपाल सिंह बिष्ट, जीत सिंह, लेखराज, अनंत आकाश, अशोक शर्मा, महावीर शर्मा सहित अन्य कार्यकर्ता शामिल थे।
 

Budget presented in the assembly is balanced and in public interest : Bahuguna

Dehradun : Chief Minister Vijay Bahuguna described the budget presented in the Assembly as a balanced one and in public interest, said that welfare of all the sections of the society had been maintained in the Budget. He said that no revenue deficit was estimated in Financial Year 2012-13, instead revenue surplus to the tune of Rs. 144.84 crore has been estimated, indicating there by that revenue expenditure would be less than revenue receipts. The fiscal deficit has been estimated at Rs. 3357. 59 crore which was 3.41 percent of GSDP. “This is well within the targets given in the Fiscal Responsibility and Budget Management (FRBM) Act,” he said.

Interacting with the media persons after presenting the Budget, Chief Minister Bahuguna said that despite adverse financial condition of the state no new taxes had been imposed. He said that special focus had been given to farmers, minorities, unemployed youths, small scale entrepreneurs and border areas. He said that Maulana Azad Education Finance Foundation would be established to assist the financially weaker section of Minority community in pursuing higher education and the Minority Welfare Directorate was also being set up.

Chief Minister Bahuguna said that VAT exemption of Rs. 1.87 per litre has been given against the recent hike of Rs. 7.50 per litre on petrol prices. He said that Stamp Duty has been exempted on the agricultural loans up to Rs. 5 lakhs for farmers. Mr. Bahuguna said that Horticulture Marketing Board would be set up for proper arrangements of marketing of vegetables, fruits and flowers. He said that giving more impetus to the development of alternative energy sources a 2.4 MW Wind-Energy project would be undertaken at Tehri District. This would be the first ever Wind-Energy project in the state.

Chief Minister Bahuguna said that the State Government wanted to strengthen Cooperative Societies for which recommendations of Baidyanathan Committees would be implemented. He said that Unemployment and Skill Allowance would be given as per the eligibility. Mr. Bahuguna said that Uttarakhand Border and Backward Area Development Fund would be set up for essential infrastructural works in backward and border blocks. He said that looking into the vast potential in tourism sector an Eco-Tourism Corporation would also be set up in the State.

भारत बंद में शामिल हुए मुख्यमंत्री धूमल

हिमाचल : केन्द्र सरकार द्वारा हाल ही में पैट्रोल की कीमतों में की गयी भारी वृद्धि के विरोध में राष्ट्रीय लोकतांत्रिक गठबंधन (एनडीए) के आह्वान पर आज आयोजित भारत बंद में मुख्यमंत्री प्रो. प्रेम कुमार धूमल भी शामिल हुए। मुख्यमंत्री अपने आधिकारिक निवास से कार्यालय तक पैदल पहुंचे और भारत बंद में शामिल हुए। 

 
प्रो. धूमल ने कहा कि पैट्रोल की कीमतों में वृद्धि से आम आदमी पर बोझ पड़ा है क्योंकि पैट्रोल के दाम बढ़ने से आवश्यक वस्तुओं सहित अन्य वस्तुओं की कीमतें भी बढ़ी हैं। उन्होंने कहा कि पैट्रोल की कीमतों में हाल ही में की गयी बढ़ोतरी यूपीए सरकार के शासनकाल में सर्वाधिक है। 
 
प्रो. धूमल मांग की कि पैट्रोल की कीमतों में की गयी वृद्धि को तत्काल वापिस लिया जाए, ताकि आम आदमी पर इसका बोझ न पड़े जो महंगाई की मार से पहले ही त्रस्त है। 
 
मुख्यमंत्री ने कहा कि एनडीए ने यूपीए सरकार के जन विरोधी निर्णयों के खिलाफ जन सहयोग मांगने के उद्देश्य से बंद का आह्वान किया है। 
 
प्रो. धूमल ने कहा कि प्रदेश सरकार ने पहले ही कई कारगर कदम उठाए हैं, ताकि बढ़ती महंगाई के कारण प्रदेश की आम जनता पर कोई बोझ न पड़े। सीमित संसाधनों के बावजूद प्रदेश सरकार यह निश्चित कर रही है कि आम आदमी पर अनावश्यक बोझ न पड़े। उन्होंने लोगों का आह्वान किया कि यूपीए सरकार की जन विरोधी नीतियों का कड़ा विरोध करने के लिए आगे आएं। 

Howrah-Dehradun Express derailed near Mahrawa - 8 died and 65 injured

Lucknow : Eight people died today and around 65 others were injured when seven bogies -- five sleeper and two general coaches of Howrah-Dehradun Express derailed near Mahrawa station in the Jaunpur District.

 
The bogies of the train slipped off-track at around 1.20 in the afternoon and the reason that has been identified so far is excessive heat that caused track expansion. The train was heading towards Varanasi at the time of its derailment. The officials said that the driver of the Doon Express had seen some distortion in the railway track and as a result, applied breaks. Ten coaches along with the engine safely passed through the `damaged' track. However, seven coaches at the rear got derailed. The coaches which are affected are the 11th onwards from the engine, up to the 17th coach.
 
The accident took place in such an area where the road connectivity  and the basic emergency service are not very good. The District Administration took support from the UP roadways and used their bussed in the rescue operations. Different rescue teams were also sent from Lucknow.

General Bikram Singh is the new Indian Army Chief

New Delhi : General Bikram Singh on Thursday took over as the 25th Chief of the Indian Army. The 59-year-old Gen Bikram Singh will have a tenure of two years and three months as the Army Chief, which is three months less than that of Gen V.K. Singh.

 
General Bikram Singh studied at the Punjab Public School, Nabha. He was commissioned on March 31, 1972, into the Sikh Light Infantry (SIKHLI) Regiment. At the IMA, he held the appointment of battalion cadet adjutant and was awarded the Jammu and Kashmir Rifles gold medal for ‘tactics and leadership’ and the Shriganesh Trophy. During the Kargil war he was serving in the Military Operations Directorate and used to brief the media about the progress in operations to drive out enemy troops from Indian territory.
 
As a brigadier, Gen Singh attended the US Army War College in Pennsylvania and has served in two assignments with the United Nations in Central America and as the deputy force commander and GOC of Eastern Division in the Democratic Republic of Congo. Prior to his appointment as Army Chief, Gen Bikram was commanding the Kolkata-based Eastern Army Command.

Uttarakhand is surely heading towards banking development

Dehradun : In a bid to complete Financial Inclusion in the state, all the district Magistrates had been directed to submit the list of new bank branches and Business Correspondents (BC) of their respective districts in one week. They had also been asked to take initiatives to increase Credit Deposit Ratio.

Chief Secretary Alok Kumar Jain issued these instructions to district magistrates in a video conferencing at Secretariat on Tuesday. He said that Dr. D Subbarao, Governor Reserve Bank of India, in his recent visit to Uttarakhand, had agreed to relax the set standard of 1000 population for opening of bank branches. He said that there ought to be a bank branch in every 5 km distance and a BC in every 2 km distance. He directed the DMs to identify the location and submit the list to him in one week and to ensure connectivity while choosing the location. He also instructed them to prepare a list of location where there was no connectivity but opening of bank branches was necessary in public interest. BSNL would be asked to provide connectivity to those places through Y Max or VSAT. Mr. Jain said that the government’s aim was to confirm atleast one bank account for every family. He said that this would ensure transfer of funds of 32 government public welfare schemes directly in their bank accounts.

Chief Secretary Jain said that the State Government was very soon going to make E-Transfer compulsory in the state and all the money transaction would be made through it. He observed that this would not only end complicated cheques and draft system but also ensure transparency and financial discipline. Mr. Jain revealed that BSNL had assured to provide connectivity in remote areas through Y Max and VSAT besides OFC. He said that Finance Department was in regular contact with BSNL for this. Mr. Jain said that there would be an Ultra Small Branch between every 6-7 BCs looked after by a Bank Manager and the branch would have a computer and a printer to facilitate entries in the pass book. He instructed the officers concerned to ensure uniformity in the honorarium of BCs. 
 
Chief Secretary directed the district magistrates to work along with the Lead Banks of their respective areas to ensure that the benefits of government’s welfare schemes reached to the last person of the state. Describing Veer Chandra Garhwali Tourism Self Employment Scheme best for the local youths, Mr. Jain said that the government was planning to increase the amount of grant. He said that Home-stay scheme was also proving fruitful. Directing them to ensure increase in CDR he said that a review meeting of Financial Inclusion and CDR would be conducted after one month. 
 
Secretary Finance Radha Raturi said that all should submit list of new branches and BCs in one week time so that it could be forwarded to RBI for approval. She said that the relaxation given by the RBI ought to be availed of. She said that RBI had given alternative of Joint Liability Group for loans to women who were not in possession of any property and Voter ID would be considered sufficient document to open any bank account. The video conferencing was also attended by representatives of various banks.

Dr. Hridayesh stressed on increasing the number of buses and decommissioning old buses

Dehradun : Finance and Parliamentary Affairs Minister Dr. Indira Hridayesh laid emphasis on increasing the number of buses in Transport Department and also to set accountability for the road accidents.

Chairing the meeting of Sub Committee of Cabinet Ministers, constituted to improve the condition of Transport Corporation, at her Vidhan Sabha office on Tuesday. Dr. Hridayesh stressed on increasing the number of buses and decommissioning old buses. In view of road accidents taking place frequently the decision was taken to set accountability for road accidents and improving conditions of workshops and bus terminus.

The discussion was held on the improvement of hill and plain routes and beginning Volvo Bus service between main bus terminuses. It was stated that the State Government was compelled to bear the losses of Transport Corporation in hill areas looking into the public interest.
 
This was the first ever meeting of the Committee constituted to improve the condition of Transport Corporation. The efforts were made to obtain consensus for running workshops and bus stations on PPP mode for improvement of the Corporation.
 
Also present in the meeting were Committee Members Health Minister Surendra Singh Negi, Transport Minister Surendra Rakesh, Secretary Transport Umakant Panwar and officers of Transport Corporation.
 

यात्रा पर जाने वाले लाखों यात्री बसों के अभाव में फंसे

ऋषिकेश। चारधाम यात्रा के प्रारम्भ होने के एक माह बाद यात्रा पर जाने वाले यात्रियों को सुविधा दिए जाने के प्रशासन के तमाम दावे खोखले उस समय साबित होते नजर आ रहे हैं जब यात्रा बस स्टेैण्ड पर न तो यात्रियों के लिए बसों की व्यवस्था है और न ही ठहरने के लिए स्थान नियत किए गये हेैं जिसे लेकर आज स्थानीय समाज सेवी रवि जैन के नेतृत्व में सैकड़ो यात्रियों ने दून तिराहे पर घंटों तक जाम लगाकर यात्रा प्रशासन का विरोध किया संयुक्त रोटेशन व्यवस्था समिति के अध्यक्ष चंदन सिंह पंवार का कहना है कि प्रशासन द्वारा चारों धामों की यात्रा मार्गों पर तमाम सुविधाएं उपलब्ध किए जाने के जो दावे किए जाते रहे हैं वह सब धराशाही हो गए है गंगोत्री ,गौरीकुण्ड, व बद्रीनाथ मार्ग पर दस-दस घंटे तक जाम लगे होने के कारण जो बसें यात्रा पर गई थी वह समय से वापस नहीं लौट पा रही है जिससे ऋषिकेश में बसों का भारी अभाव हो गया है।

आज 300 बसों की आवश्यकता यात्रियों को ढोने के लिए है परन्तु इधर उधर से मंगाकर रोटेशन व्यवस्था समिति ने लगभग 130 बसों चारो धामों की यात्रा पर भेजी लेकिन प्रति घंटे यात्री चारोंधामों के लिए ऋषिकेश पहुंच रहा है जिनकों यात्रा पर तत्काल भेजा जाना रोटेशन के बूते की बात नहीं है इससमस्या से आरटीओ विभाग ,यात्रा प्रशासन, व कमिश्नर को लिखित में रोटेशन की ओर से अवगत करा दिया गया है। जिन्होने रोडवेज की बसें उपलबध कराए जाने का आश्वासन तो दिया लेकिन पांच दिन बीत जाने के बाद भ्ीा एक भी बस यात्रियों को ढोने के लिए प्रशासन की ओर से उपलब्ध नहीं कराई गई है। जिससे यात्रियों का दबाव लगातार बढ़ता जा रहा है जिसका लाभ दलाल भरपूर मात्रा में यात्रियों की जेबों में डाका डाल कर उठा रहे है।

पंवार का कहना था कि यात्रियों की अधिकता के कारण टैंपो टै्रकर व टैक्सी चालकों ने भी अपने भाडे बढ़ा दिए है परन्तु प्रशासन बेखबर होकर यात्रियों को लुटता देख रहा है। उन्होने कहा कि यात्रियों के लिए संयुक्त रोटेशन बस स्टैण्ड पर भी कोई उचित व्यवस्था प्रशासन की ओर से नहीं कि गई जिससे वाहनो की पार्किंग भी नहीं हो पा रही है। जिसके परिणामस्वरूप् गति दिवस यात्रियों के बीच पार्किंग को लेकर मारपीट भी हो गई । उन्होने कहा कि यदि शीइा्र ही प्रशासन ने बसें उपलब्ध नहीं कराई तो समस्या विकट हो जायेगी जबकि चार दिन बाद हेमकुण्ड की यात्रा भी प्रारम्भ होने जा रही है। जिससे निपटने के लिए प्रशासन को शीइा्र कम से कम 200 बसों की  तत्काल व्यवस्था करनी चाहिए।राजस्थान से 150 लोगों का ग्रुप लेकर आए भैरों सिंह व मध्यप्रदेश से खिलावत प्रसाद जो कि 70 लोग लेकर आए का कहना है  िकवह एक सन्ताह ेस यहां ठहरे है लेकिन उनके पैसे खाने पर ही इतने खर्च हो गए है कि उनका आगे यात्रा करने के लिए पुर्नविचार करना पड़ रहा है उन्होने अपने घरो से पैसों की मांग की है।

देश के बड़े शहरों के बाद अब उत्तराखंड में 1098 सेवा एक जुलाई से शुरू होने वाली है। इसके लिए प्रारंभिक तौर पर नैनीताल और देहरादून का चयन किया गया है। इसका दायित्व विमर्श सोसाइटी को सौंपा गया है, जो प्रारंभिक तौर पर तीन विकासखंडों में काम करेगी। चाइल्ड लाइन की समन्वयक अंजु कठायत ने बताया कि एक जुलाई से शुरू होने वाली इस सेवा का लाभ लेने के लिए 1098 नंबर डॉयल करना होगा, जिसके बाद हमारी टीम के सदस्य काउंसलर के साथ मौके पर पहुंच जाएंगे। भारत सरकार के इस महत्वपूर्ण प्रोजेक्ट का उद्देश्य मुसीबत में फंसे बच्चों को हर संभल मदद दिलाना है। यह समस्या घरेलू हिंसा से लेकर बाल विवाह, बाल श्रम, चाइल्ड ट्रेफेकिंग और परिजनों से बिछडऩे के रूप में हो सकती है। चाइल्ड लाइन की टीम ऐसे बच्चों की मदद के लिए हर संभव प्रयास करेगी। इसके लिए जरूरत पडऩे पर पुलिस, प्रशासन, श्रम, समाज कल्याण विभाग से मदद ली जाएगी।

UP Government wants to impose a ban on the sale of Gutka / Pan Masala

Lucknow : Uttar Pradesh is one of the states where the consumption of Gutka and Pan Masala is quite high. it is considered that almost 70% men and 14% women are addicted to this deadly form of tobacco.

On Wednesday, Uttar Pradesh Advocate General S.P. Gupta told the Allahabad High Court during the hearing of a Public Interest Litigation which was filed by the indian Dental Association that the state was seriously working out the banning of Gutka and Pan Masala.
 
The IDA has also written to the central government, asking it to invoke the Food Safety and Standards Act of 2011 against the sale of paan masala and gutka and the manufacturers of these products have also filed an application for being respondents in the case.
 
August 1 is the next hearing date in the matter and the government has activated its legal department to make all possibilities strong in the matter. Certain non government and social organisations have also hinted to support the initiative. 
 

Special Police force to be stationed in high altitude areas of Uttarakhand

Dehradun : A High Altitude Police Force comprising well trained personnel with ultra-modern equipments will be posted in the difficult higher region of border areas of Uttarakhand. Special police stations will be established in these regions, said Chief Minister Vijay Bahuguna on Thursday.

Chief Minister Bahuguna said this while addressing a coordination seminar of Indo Tibetan Border Force (ITBP) and Uttarakhand Police at Rajpur Road. Describing migration from border areas dangerous for national security, Mr. Bahuguna laid emphasis on ensuring effective implementation of development programs initiated by the Centre and the state government in those areas. He asked the ITBP officers to inform the State Government about the shortcomings in the projects and the problems faced by them. He maintained that ITBP, State Police and the local people had pivotal role to play in security of the border areas. Mr. Bahuguna said that the security forces should launch programs related to the livelihood of the local people. This would enhance their sentimental bond with the security forces, he said. The Chief Minister revealing that the State Government had decided to pay Border Area Allowances to the workers posted in remote border areas maintained that this would keep their spirit high and speed up the development process in those areas. 

Chief Minister Bahuguna lauded ITBP’s role during natural calamities and in maintaining security in the border areas shared with China. 
Also present on the occasion were Chief Secretary Alok Kumar Jain, IG ITBP Northern Front VK Upreti, DGP Uttarakhand Vijay Raghav Pant, ADGP Anil Raturi, IG Law and Order RS Meena, DIG Deepam Seth and other senior officers of ITBP and State Police.

Now Diesel and LPG after petrol; Partial roll back on petrol hike expected

New Delhi : After a hike of Rs 7.50 per litre in petrol pricing on Wednesday evening, a meeting is likely to be held on Friday to discuss and more likely take a decision on Rs 5 per litre increase in diesel and Rs 50 per cylinder hike in liquefied petroleum gas (LPG). This has to be another JHATKA for the aam aadmi and can turn out ot be a bigger one as hike in deisel has more influence on the hike to other consumables.

 
Uttarakhand, which now has a Congress Government after a long time, has already announced a 25% cut in value added tax on petrol. This will mean that people in that state will have to pay Rs. 1.87/- less per litre of petrol than they would have had to after the announced hike.
 
Owing to great deal of outrage being expressed by people all over the county in regard to increase of petrol prices by Rs 7.50 per litre, the decision to hike deisel and LPG will not be an easy task. There is huge political pressure on the government to withdraw the hike. Ally Mamata Banerjee has protested strongly and has termed this as economical and political instability. The DMK's M Karunanidhi too said that he was never consulted and he would never had been in favour of the hike. The Samajwadi Party too has asked for a rollback. Samajwadi Party (SP) chief Mulayam Singh Yadav reacting to increase in petrol prices said that it is UPA’s gift to the people of our country on completion of three years in office. Senior BJP leader LK Advani has, on behalf of the National Democratic Alliance (NDA), called for an all-India bandh on May 31. Gujarat Chief minister Narendra Modi being unhappy too commented on the government's anti people attitude. Prakash Karat of the CPI(M) has also threatened of a nationwide protest. 
 
The sources however say that there can be a small amount of roll back on the hike in petrol and congress seems to have realised that such a steep hike can cause them a political damage. This roll back can be in the range of Rs. 2.4/- to rs. 3.5/- a litre. 

Petrol price hiked almost by Rs. 7.50/-

New Delhi : Aam aadmi got the biggest shock of the year and that is in the form of the sharpest price hike in petrol cost. With the value of ruppee falling against US dollar the petrol price hike was very much expected, however, what the common man did not expect was such a steep hike.Wednesday, the 23rd of May, 2012, Petrol price underwent the steepest ever increase of Rs 7.50 per litre, which would be effective from midnight.

 
The rupee fell to a record life low of 56 per dollar on Wednesday.
 
The move of price hike by the government gained attantion in the form of sharp reactions from opposition parties as well as key UPA ally Mamata Banerjee. While the BJP and the Left accused the government of cheating people, the Trinamool Congress chief outrightly termed the situation as an economic mismanagement.
 
State-owned oil companies decided to raise petrol price by Rs 6.28 per litre excluding local sales tax or VAT that makes a total hike of Rs 7.50 per litre in Delhi and is the steepest ever. Petrol in Delhi currently costs Rs 65.64 a litre and after the increase it will be priced at Rs 73.14 per litre.
 
Oil companies had already told the government that wanted to hike petrol price by at least Rs 4 per litre.
 
Earlier on Tuesday, Petroleum Minister S Jaipal Reddy had said that there was an immediate need to raise fuel prices, but refused to say when the hike would actually take place.
 
State-owned oil firms, who had in the fiscal ending March 31, 2012 lost almost 4,900 crores on petrol sales, are currently losing Rs 6.3 per litre on petrol.

Petrol in Delhi currently costs Rs 65.64 a litre and after the increase it will be priced at Rs 73.14 per litre.
In Mumbai, the petrol now costs Rs 70.66 but after midnight it will go up to rs 78.16.
Kolkata too faces the pressure with the petrol now costing Rs 77.53 from Rs 70.03.
Similarly, the cost of petrol in Chennai will see a steep hike of Rs 7.50 to 77.05 from Rs 69.55.

43 projects worth over Rs 2,650 crore to conserve Ganga

New Delhi : The Environment Ministry today sanctioned 43 projects worth over Rs 2,650 crore for four States to make the Ganga river pollution-free and to conserve it under the Mission Clean Ganga project. Of these projects, Rs 1,342 crore has been earmarked for setting up of sewage treatment plants and other related works in Uttar Pradesh.

 
"A World Bank-assisted project to be implemented over a period of eight years at an estimated cost of Rs 7000 crore has also been approved for conservation and restoration of water quality of the river Ganga," Union Minister Jayanthi Natarajan said.
 
The projects will be implemented and supervised by National Ganga River Basin Authority (NGRBA) which has been set up the government to ensure effective abatement of pollution and conservation of Ganga by adopting a holistic approach. 
 
The Union Minister Jayanthi Natarajan said that the Centre was committed to saving the river and has sanctioned projects worth more than Rs 2,500 crore for the purpose.
 
She also said that her ministry would launch a public awareness campaign for a pollution-free Ganga ahead of the Kumbh Mela and also flagged-off the fourth phase of 'Ganga Punardarshan', a marathon rafting expedition by the Indo-Tibetan Border Police (ITBP). The six-phase expedition, which commenced on Apr 24 at Gomukh, is expected to conclude later this month at 'Ganga Sagar' island pilgrimage centre in West Bengal.
 
Replying to a question on efforts to check pollution in Yamuna river, she said an expenditure of Rs 711.05 crore has been incurred under the Yamuna Action Plan (YAP) till date. 
 
"YAP-II was approved in 2003 at an estimated cost of Rs 624 crore with major items of works such as rehabilitation of sewerage network and sewerage treatment plants," she said. 
 
Observing that Yamuna has not shown the desired improvement due to gap between generation and treatment of sewage as also the lack of availability of fresh water in the river during the lean period, she said the pollution in the river is also because of bathing ghats, open defecation and run off from catchment areas.

एटीएम से ठगी करने वाले गिरोह का हुआ पर्दाफाश

देहरादून। केनरा बैंक के प्रबंधक की सतर्कता से राजस्थान एवं हरियाण का एक ऐसा गिरोह पुलिस की गिरफ्त में है जो बिना एटीएम बदले ही ठगी कर देता था और लोगों को पता हीं नहीं चलता था। ऐसे ही एक मामले में ठगी की एक घटना को अंजाम देने के बाद पुन: एटीएम पर पहुंचे एक बदमाश को बैंक मैनेजर ने दबोच लिया। पुलिस को सूचना दी गयी जिसके बाद पुलिस ने त्वरित कार्रवाई जरूर की और गिरोह के तीन अन्य लोग भी दबोच लिए गए।
 
इस पूरी कहानी में सबसे हैरानी वाली बात यह रही कि पूछे जाने के बावजूद भी पुलिस बैंक अधिकारियों की किसी भी प्रकार की भूमिका को स्वीकार करने के लिए तैयार ही नहीं हुई। कोतवाली पुलिस इस पूरे मामले में खुद को ही तुर्रमखां बताती रही। वहीं वरिष्ठ प्रबंधक गजेंद्र सिंह नेगी एवं उनकी टीम के सराहनीय काम की सूचना जब डीआईजी संजय कुमार गुंज्याल को दी गयी तो उन्होंने बैंक कर्मियों की सराहना की। बावजूद इसके कोतवाली पुलिस कोतवाली में मीडिया के आगे ऐसे दिखाती रही मानो उन्होंने दिन रात की मेहनत के बाद चार बदमाशों को पकड़ा हो। सीनियर मैनेजर श्री नेगी एवं उनके सहकर्मियों ने एक बदमाश को कल शाम पांच बजे ही धर दबोचा था जिससे पूछताछ के बाद कल शाम ही उसके तीन अन्य साथियों को भी गिरफ्तार किया गया।
 
दून के एटीएम सुरक्षित नहीं हैं। कभी कार्ड बदल कर तो कभी दूसरे तरीकों से कार्ड धारकों को चूना लगाया जा रहा है। ऐसा ही एक और मामला कल शाम सामने आया जब कैनरा बैंक सहारनपुर चौक शाखा के एटीएम से एक महिला के बीस हजार रूपए बिना उसकी जानकारी के ही निकल गए। असल में आशिया एजाज निवासी मुस्लिम कॉलोनी नाम की महिला कल दिन में इस एटीएम में पांच हजार रूपए निकालने के लिए पहुंची थी। एटीएम कार्ड का प्रयोग करने मे जब उन्हें परेशानी हुई तो यहां पहले से ही मौजूद चार युवकों ने उनकी मदद करते हुए पांच हजार रूपए निकाल कर दे दिए। पैसे एवं कार्ड लेकर महिला वापस आ गयी। अभी वह घर भी नहीं लौटी थी कि इसी दौरान उनके मोबाईल पर सोलह हजार एवं चार हजार कुल बीस हजार  रूपए और निकाले जाने का मैसेज आया तो वह हैरान रह गयी। महिला तत्काल कैनरा बैंक पहुंची और वरिष्ठ प्रबंधक गजेंद्र नेगी से मिली। मैनेजर ने भी कल मंगलवार के रोज ही पहले पांच हजार एवं बाद में सोलह व चार हजार रूपए निकालने की पुष्टि कर दी। महिला का कहना था कि उसके द्वारा केवल पांच हजार रूपए ही निकाले गए थे।
 
श्री नेगी ने उनसे पूछताछ की तो आशिया ने बताया कि बूथ पर मौजूद दो युवकों ने पैसा निकालने में उनकी मदद की थी। सारा माजरा सामने आने पर  बैंक प्रबंधक ने सीसीटीवी को चैक किया तो उनमें आशिया की मदद करने वाले चेहरे सामने आ गए। शिकायत के बाद आशिया अपने घर लौट आई। शाम पांच बजे सीनियर मैनेजर जीएस नेगी किसी काम से बैंक के बाहर आए तो उन्हें एटीएम पर एक युवक दिखाई दिया जिसकी सूरत सीसीटीवी वाले चेहरों से मिल रही थी, लेकिन उसने कपड़े बदले हुए थे। युवक पर शक होने पर श्री नेगी ने अपने साथियों को बाहर बुलाया और इस युवक को दबोच लिया। बैंक के अंदर लाने के बाद उससे पूछताछ की गयी तो उसने सारा राज खोल कर रख दिया। कुछ देर बाद सूचना मिलने पर कोतवाली पुलिस भी पहुंची तो युवक ने अपने तीन अन्य साथियों के नाम भी लिए। पुलिस ने कार्रवाई करते हुए रेलवे स्टेशन के पास एक होटल में रूके अन्य सदस्यों को भी दबोच लिया है। इनके नाम लियाकत, आयुष एवं आरीफ निवासी हरियाणा एवं सचिन निवासी हरियाणा हैं। इनके पास से साढे चौदह हजार रूपए बरामद कर लिए गए हैं।

Dehradun : Dr.Aziz Qureshi took oath as the governor of Uttarakhand at the Raj Bhavan here this afternoon. The oath of office was administered to Dr.Qureshi by Shri Barin Ghosh, Chief Justice of the High Court of Uttarakhand.

Uttarakhand's chief secretary, Shri Alok Jain, conducted the short and simple oath-taking ceremony held on the lawns of the Raj Bhavan at 3.30 p.m. The chief secretary read the warrant of appointment issued by the H.E. the President of India appointing Dr.Aziz Qureshi as the fifth Governor of Uttarakhand.

Hon'ble Chief Justice administered the oath to Governor –Designate and thereafter the governor appended his signature to the oath. After the ceremony, the governor proceeded to inspect the Guard of Honour.

Women from remote areas will be given preference for State level awards

Dehradun : Women Empowerment and Child Development Minister Amrita Rawat has directed the Departmental Officers to give priorities to remote areas while selecting women for state level awards.

Minister Rawat was reviewing the meeting of the State Level Committee for the awards including Tilu Rauteli Award and Awards for Aganwadi Workers, on Tuesday at Vidhan Sabha Office. She also instructed the officers not to make the selection criteria too complicated and to consider the outstanding works done by them as basis of the selection. She instructed them to select total 22 candidates ensuring atleast one candidate from each district. She said that the criteria for selection should be works done in the field of social service, public awareness, environment conservation, welfare of women and children, health, education and movement against social evils. She asked the officers to request MLAs and Social Workers to suggest two candidates each from their side. She said that the main purpose of the Award was to encourage women to come forward in the society.

Indian Film & Television Academy a.k.a IFTA has now been launched in Dehradun

Dehradun : 15th May, 2012- Indian Film & Television Academy a.k.a IFTA which is a Mumbai based institute has been launched now in Dehradun (at Race Course). The Academy has reached to the city with the mission to search young talents and to train them and to polish their skills. There are so many youngsters who have potential and dreams in their eyes to become a star but they do not know how to take the right path and how to make it a career. We want to benefit Dehradun people by educating, guiding and showing them proper directions. 

 
On the occasion, TV serial Chala Chala Musaddi Office-Office, film Krissh and Ready fame actor Hemant Pandey who is honoured as “Face of Institute” by IFTA Said, “There are so many people in Dehradun who have potential and dream to become a star but they do not have proper knowledge of film industry. To show them direction and providing them guidance, IFTA and me are always ready with the motto, “IFTA makes your dreams true”. Mr, Raunaque Sidana who is a Salsa instructor and international performer said, “we all have been gifted with different-different kind of arts and we just polish them under the guidance of a teacher. At this stage of my career my duty is to polish and refine the talents.”  
 
 
With this mission, IFTA has organized a 10 days workshop from 15th May to 25th May 2012 for acting, dancing, singing and modeling. All faculties have been appointed from Mumbai to conduct the workshop. All teachers are expert in their subjects like Raunaque Sidana who is an international performer and instructor and has trained Tabu, Jia Khan, Salman Khan and Hrithik Roshan in Parle Hide & Seek advertisement. In the singing category, there is Altaf Sayyed and Ayesha who have done projects with producers and production houses like Vishesh Films of Mahesh Bhatt & Mukesh Bhatt, UTV Motion Pictures and they have also shared stage-shows with Udit Narayan, Shaan, K. K., Shreya Ghoshal, Vinod Rathod. In the acting section, Meenal Kapoor is herself an actress and instructor, trained by NSD (Delhi). She has done TV Serials like C.I.D., Aap Ki Antara, Baabul Ka Aangan, Nanhi Si Kali Meri Laadli and TV advertisement like Big Bazaar and many others. A renowned model from Mumbai is appointed for modeling section. 
 
The workshop is designed in two groups, Junior & Senior, where all classes will be held from morning to late evening. Workshop’s another attraction is its free classes for yoga & swimming for all participants. 
 
IFTA’s further plan is to start certificate and diploma courses from 3 months to 12 months in acting, dancing, modeling and singing. All courses will be taught by senior bollywood experts and every month different celebrities will be invited to share their experiences about film industry.

Dehradun : The State Government had reshuffled several administrative officers on public interest here today. District Magistrate Haridwar D Senthil Pandian has been relieved of his present post and entrusted responsibility of Additional Secretary Peyjal, while, Additional Secretary, Governor, Kurve Sachin Shardchandra has been appointed District Magistrate Haridwar.

Additional Secretary Personnel, Vigilance, Peyjal, Mini Irrigation and Suraj, Corruption Eradication and Public Service Department Arvind Singh Hyanki has been relieved of the post of Additional Secretary, Peyjal. Additional Commissioner and Regional Food Controller Garhwal Region Harbans Chug has been relieved of the responsibility of Regional Food Controller. Deputy Collector Uttarkashi Kailash Tolia has been transferred as Deputy Collector Bageshwar and Deputy Collector Bageshwar Shrish Kumar has been given responsibility of Deputy Collector Uttarkashi. Meanwhile, Deputy Collector Pithoragarh Jaswant Singh Rathore has been transferred as Deputy Collector Champawat and Deputy Collector Pauri Surendra Singh Jungpangi has been entrusted responsibility of Deputy Collector Nainital.

835 pilgrims to undertake Haj Yatra from Uttarakhand

Dehradun : Uttarakhand Chief Minister Vijay Bahuguna inaugurated the online lottery system for the selection of Haj pilgrims in a programme organised by Haj Committee at Dehradun on Tuesday and disclosed names of 835 selected Haj pilgrims. He also announced the establishment of Maulana Abdul Kalam Azad Education Foundation to take minorities ahead in field of education.

 
Congratulating the selected pilgrims, he said his government would take up with the Centre the issue of increasing the quota of Haj pilgrims from the state.
 
Stating that the State Government is committed towards the welfare of the Minority Community, the CM said that separate Minority Welfare Ministry has been constituted in the State.
 
“The State Government is trying to pursue the Centre to facilitate direct flight service from Uttarakhand to Saudi Arab for Haj pilgrims of the State,” he said.
 
Owing to efforts made by the CM various welfare programs for the minorities, development of basic infrastructures, free cycle scheme for students. Student motivational scheme, marriage schemes for girls, training and guidance schemes and many more were in the pipeline.
 
Other dignitaries including Parliamentary Secretary & Piran Kaliyar MLA Furkan Ahmed, Gangotri MLA Vijaypal Singh Sajwan, Rajpur MLA Rajkumar, Director Minority Vikramajit Tiwari, Shehar Kazi Mufti Shalim Ahmed and Altaf Hussain were present there.

Senior Administrative Officials reshuffled

Dehradun: The Uttarakhand State Government ordered reshuffling of 11 senior officials, including 8 IAS officers in the state.

 
Principal Secretary Vinit Kumar who is holding the post of forest and rural development commissioner, has been given the additional charge of home department, which was being looked after by Principal Secretary D K Kotia, said an official release here. Kotia, however, would continue to hold other responsibilities like Principal Secretary to Chief Minister, personnel and vigilance.
 
Principal Secreatary Om Prakash, who was holding the department of agriculture and revenue, has been given additional responsibility of disaster management.
 
Secretary Ajay Nabiyal has been relieved from the responsibility of secretariat administration. However, he would continue to hold other departments of child development and women empowerment and general administration.
 
The departments of disaster management, youth welfare and sports have been taken away from secretary R C Pathak, who has been given the new responsibility of secretariat administration.
 
Pathak would continue to hold the charge of rural engineering services as well as additional chief revenue commissioner. D S Garbyal, acting secretary, who is looking after the department of health and family welfare, has now been given the additional charge of acting secretary revenue.
 
Additional Secretary, finance, M C Joshi has been given the additional responsibility of staff officer to Chief Secretary. Additional Secretary Saujanya has been given the charge of finance department in addition to the responsibilities of commissioner tax and Joint Chief Electoral Officer.
 
Additional Secretary Damyanti Dohre has been relieved from the responsibility of minor irrigation and given the charge of milk and dairy development. She, however, would continue to hold animal husbandry and fisheries departments.
 
Additional Secretary A S Hayanki has been given the charge of minor irrigation in addition to his current responsibilities of drinking water, personnel, vigilance and good governance, corruption eradication and public service departments. 

CM Bahuguna dissatisfied with the progress of Chakrata Road expansion work

DEHRADUN: Chief Minister Vijay Bahuguna conducted surprise inspection of  the expansion work at Chaktrata Road. He expressed his dissatisfaction on the slow pace of the work and asked the officers of undertaking agencies to complete the task in stipulated time frame. 

 
Chief Minister instructed the officers to call a review meeting at 11 am on May 15 at Secretariat in this regard. He instructed them to ask the officers of concerned undertaking agencies and JNRUM to be present in the meeting and prepare report on the expansion of roads under JNURM. He ordered the officers to complete the construction of roads before Monsoon without fail. 
 
Bahuguna instructed the Chief Engineer PWD to regularly monitor the construction works and submit report to CM Office on daily basis.  
 
Rajpur MLA Rajkumar apprised Chief Minister Bahuguna that it had been six months since the broading work was initiated and was yet to be finished. He urged the Chief Minister that beautification  of Clock Tower be maintained in view its historical importance. 
 
He also suggested making Saharanpur Road to Dilaram Chowk a Green Belt area. MLA Rajkumar also presented a 10-point Charter of Demand to the Chief Minister; and informing about the pathetic condition of roads in the city urged him that the construction works be completed before Monsoon. Present on the occasion were officers of undertaking agencies and local traders.
